   An act relating to parks and recreation.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1357, Wesson.  Parks and recreation:  Kenneth Hahn State
Recreation Area:  study.
   Existing law establishes parks and recreation areas in the state.

   This bill would require the Secretary of the Resources Agency, in
conjunction with the Director of Parks and Recreation, not later than
November 1, 2000, to conduct a study of the feasibility and
desirability of expanding the Kenneth Hahn State Recreation Area to
include all, or a substantial portion, of the Baldwin Hills area of
the County of Los Angeles in order to provide for the creation of a
major urban park to serve the entire Los Angeles area.  The bill
would require that the study be incorporated into any master plan
that is prepared for the expansion of the Kenneth Hahn State
Recreation Area.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  (a) The Legislature finds and declares that the Baldwin
Hills area of Los Angeles, while currently used primarily as an
active oil production area, has unique geographical and natural
characteristics that offer the potential for the development of a
world class urban park as oil production in the area declines or is
consolidated.
   (b) (1) The Secretary of the Resources Agency, in conjunction with
the Director of Parks and Recreation, not later than November 1,
2000, shall conduct a study of the feasibility and desirability of
expanding the Kenneth Hahn State Recreation Area to include all, or a
substantial portion, of the Baldwin Hills area of the County of Los
Angeles in order to provide for the creation of a major urban park to
serve the entire Los Angeles area.
   (2) The study required to be prepared pursuant to paragraph (1)
shall be incorporated into any master plan that is prepared for the
expansion of the Kenneth Hahn State Recreation Area.
